Williams Waste Water Treatment Plant

Under contract with the City of Williams, Syblon Reid constructed a state of the art 0.50 ADWF tertiary wastewater treatment plant to replace the existing 2.3MGD pond system. The work included the construction of over 3200 CY of reinforced concrete structures.

High groundwater in the area, due to nearby irrigation canals, required Syblon Reid to install dewatering well points around all major excavations. A new influent pump station and headworks were installed including all pumps, mechanical piping, trashrack, and mechanical raking system with debris screw conveyor. The secondary treatment system included an aeration basin with a secondary clarifier, RAS/WAS pump station and blowers. The tertiary system includes a cloth filter, UV light disinfection, a re-aeration basin, chemical feed with storage tanks and final effluent pumps. Sludge processing includes a sludge belt filter press, screw conveyors along with drying and storage facilities.

The treatment facility includes motor control equipment, overhead electrical hoist, instrumentation, PLC controls and a complete SCADA system. Control buildings were constructed to house electrical equipment, emergency backup generators, administration and laboratory facilities. Additional work under this contract included sludge removal from the existing ponds, civil site improvements, yard piping, paving and fencing. Syblon Reid met the need of the owner to get the facility operational in time, avoiding severe liquidated damages and penalties from the City of Williams and the State.

Syblon Reid worked over 47,000 man-hours to complete this project without a single OSHA recordable incident or loss time accident. Additionally, Syblon Reid successfully passed unscheduled onsite inspections from the CA State Water Quality Control Board as well as Cal-OSHA without a single notice of violation or citation being issued.
