Colgate Penstock Emergency Valve Installation
Under contract with Yuba County Water Agency, Syblon Reid completed the installation of a 168" butterfly valve in the Colgate Penstock. The installation of the valve includes: modification of the existing penstock, relocation of air release valves, installation and commissioning of a flow-meter and hydraulic system. This project included extensive modification to the existing 14ft diameter penstock to accept the installation of a 168" butterfly valve. All welding and fabrication was completed under ASME Boiler & Pressure Vessel Code VIII and Welding & Brazing Qualifications IX.
The critical deadline for this project was December 8th. The penstock must be ready to re-commission by the 8th of December to allow the power plant to be return to normal operations. Failure to meet this deadline would have resulted in liquidated damages of $25,000 per day for the first 8 days and $3,000 per day thereafter.
The major challenges of this project were operating within the 9 week schedule and maintaining critical alignment of the penstock during modification. Risky work items included relocation of the butterfly valve from its temporary foundation to its permanent foundation inline with the penstock. Fabrication of the spool sections at an offsite facility located in Bakersfield. Work was completed on time and no liquidated damages were incurred.
During the outage, the upstream steel liner was inspected and found to be at a deteriorated state. Syblon Reid was issued a change order to install new coating on the 1000' long steel liner section. This work was also completed within the planned outage period.
