Syblon Reid has extensive resources with manpower, equipment, and experience ready for immediate dispatch along with easy access to the necessary construction materials in case an emergency occurs. In the initial response we work with our clients for quick environmental and safety assessments, and perform the work in compliance with Construction General Permit conditions including the Clean Water Act.

Many of our clients use our emergency response services. As an example, in 2006, El Dorado Irrigation District noted some lurching and binding while operating the low level outlet gates at Caples Lake near the summit on Highway 88.  This led to an underwater reconnaissance inspection which revealed corrosion and significant deterioration of the gates and operating systems.  As a proactive approach, an underwater reconnaissance was also done at Silver Lake which is also on Highway 88 near the summit.  Similar corrosion was found that could jeopardize the ability to control flows from the reservoirs.  An emergency declaration was announced by the EID Board of Directors to restore the outlet works for safe operation of the facilities.  Syblon Reid was immediately notified to support this restoration effort by not only supplying construction expertise, but also providing knowledge and input for permit acquisition and agency approvals.  See Caples Lake Low Level Outlet Modifications and Silver Lake Low Level Outlet Modifications under our Hydro Generation /Water Conveyance project solution tab for more information regarding the restorations.  For a full report on these two projects, see the attached article by William Rettberg, P.E. and Jacob E. Every year, Syblon Reid responds to several emergencies for their clients. These involve a variety of problems including landslides and tunnel repairs.  Again, Syblon Reid approaches this emergency work in an environmentally responsive approach while at the same time quickly providing solutions and mitigation measures.
